Training & Certification Policy

1. Purpose

The purpose of this policy is to establish mandatory training and certification requirements to ensure personnel maintain professional competence, operational readiness, ethical integrity, and community-focused public safety standards.

Training ensures personnel are prepared to act lawfully, safely, and effectively in all operational environments.


2. Scope

This policy applies to:

• Full-time personnel
• Part-time personnel
• Contract personnel
• Operational volunteers
• Supervisory and executive leadership


3. Annual Training Requirement

All operational personnel shall complete a minimum of 40 documented training hours annually.

Supervisory personnel may be required to complete additional leadership and oversight training.

Failure to complete required training may result in suspension of operational duties.

• Contemporary Approaches for Responding Effectively to Community-Defined Disorder

E. Crisis & Impaired Response

5. Certification Standards

Where certifications apply (e.g., ARIDE, Crisis Intervention):

• Certifications must be issued by recognized training authorities
• Expiration dates must be tracked
• Renewal training must be completed before expiration
• Proof of certification must be maintained in personnel files


6. Approved Training Providers

Training may be completed through:

• State-certified public safety academies
• Accredited public safety training institutions
• Recognized law enforcement training entities
• Approved online accredited platforms
• Internal instructors authorized by executive leadership


7. Training Documentation & Recordkeeping

• All completed training must be documented
• Certificates must be submitted within 10 business days
• A centralized Training Compliance Log shall be maintained
• Annual compliance summaries shall be prepared for leadership review

Incomplete documentation will be considered non-compliance.


8. Remedial & Specialized Training

Personnel may be assigned remedial training when:

• Performance deficiencies are identified
• Policy violations occur
• After-Action Reviews recommend corrective education
• Operational assignments require advanced skill development

Completion may be mandatory before return to operational status.


9. Leadership Development

Supervisory personnel shall complete additional annual training in:

• Leadership Ethics
• Incident Command Principles
• Risk Management
• Policy Enforcement & Accountability
• After-Action Review Facilitation


10. Suspension for Non-Compliance

Failure to complete required training may result in:

• Suspension of operational authority
• Removal from specialized assignments
• Formal disciplinary action
• Termination for repeated violations


11. Policy Review

This policy shall be reviewed annually to reflect evolving best practices, emerging threats, and operational requirements.
