Professional Standards and Conduct Policy

Applicable to All Staff, Contractors, and Volunteers

Article I – Purpose

The purpose of this Professional Standards and Conduct Policy is to:

  1. Establish clear expectations for behavior and professionalism.
  2. Protect the credibility and integrity of Crime Trackers Massachusetts.
  3. Ensure safe and lawful operations during incident response.
  4. Promote neutrality, fairness, and responsible reporting.
  5. Safeguard public trust.

All staff, contractors, and volunteers are required to adhere to this policy as a condition of affiliation with Crime Trackers Massachusetts.


Article II – Core Principles

All personnel shall uphold the following principles:

• Integrity
• Accuracy
• Neutrality
• Professionalism
• Accountability
• Respect for the law
• Public safety awareness

The reputation of Crime Trackers Massachusetts depends on the conduct of every individual representing the organization.


Article III – Professional Conduct Expectations

All staff shall:

  1. Conduct themselves in a calm, professional, and respectful manner at all times.
  2. Follow all applicable federal, state, and local laws.
  3. Comply with lawful orders from law enforcement, fire, and emergency personnel.
  4. Maintain proper identification credentials when representing the organization.
  5. Avoid confrontational behavior at incident scenes.
  6. Avoid interfering with emergency operations.
  7. Refrain from using profane, abusive, or threatening language.
  8. Avoid engaging in arguments with members of the public while on assignment.

Article IV – Scene Conduct Standards

When responding to active scenes, staff shall:

• Remain outside established safety perimeters.
• Never cross police lines or restricted areas.
• Never insert themselves into active investigations.
• Never handle evidence or enter secured areas.
• Maintain safe situational awareness at all times.
• Prioritize personal safety over coverage objectives.

Staff are observers and documentarians — not participants.


Article V – Neutrality and Objectivity

Personnel shall:

  1. Avoid expressing personal political views while representing the organization.
  2. Avoid advocacy language in official communications.
  3. Distinguish clearly between fact, allegation, and opinion.
  4. Avoid speculation in reporting.
  5. Correct errors promptly and transparently.

Crime Trackers Massachusetts operates as an independent entity and shall not align with political campaigns, partisan advocacy groups, or ideological movements.


Article VI – Social Media Conduct

Staff shall:

• Avoid posting inflammatory commentary related to incidents they cover.
• Avoid sharing unverified information.
• Avoid engaging in online arguments while representing the organization.
• Avoid publishing confidential or internal operational information.
• Clearly separate personal accounts from official accounts.

Personal conduct online may impact organizational credibility.


Article VII – Confidentiality

Staff shall not disclose:

• Internal operational strategies.
• Internal After-Action Reports.
• Private contact information.
• Confidential sources.
• Sensitive information not lawfully released.

Unauthorized disclosure may result in removal from the organization.


Article VIII – Conflict of Interest

Staff shall:

  1. Disclose any personal relationship or involvement in incidents they cover.
  2. Recuse themselves from assignments where impartiality could be questioned.
  3. Avoid accepting gifts, favors, or compensation that could influence coverage.
  4. Avoid using their position for personal gain.

Transparency protects credibility.


Article IX – Safety and Risk Awareness

All personnel must:

• Follow internal safety protocols.
• Use appropriate safety gear when necessary.
• Avoid entering volatile crowd situations alone.
• Maintain communication with supervisors during high-risk responses.
• Withdraw immediately if a scene becomes unsafe.

No assignment is worth personal injury.


Article X – Use of Organizational Assets

Organizational equipment, vehicles, credentials, and media platforms shall:

• Be used solely for official purposes.
• Not be used for personal financial gain.
• Not be used to impersonate law enforcement.
• Not be used in any unlawful or deceptive manner.

Misuse of assets may result in immediate termination.


Article XI – Legal Compliance

All staff shall comply with:

• State and federal recording laws.
• Public records laws.
• Privacy laws.
• Defamation standards.
• Trespassing laws.
• Traffic laws while responding to scenes.

Staff are civilians and shall not represent themselves as having police authority.


Article XII – Accountability and Discipline

Violations of this policy may result in:

• Verbal warning
• Written warning
• Suspension
• Revocation of credentials
• Removal from the organization

Serious misconduct may result in immediate termination of affiliation.


Article XIII – Duty to Report Misconduct

Staff have an obligation to report:

• Unsafe behavior
• Ethical violations
• Legal violations
• Harassment
• Misuse of credentials

Reports may be made confidentially to leadership.

Retaliation against individuals who report concerns is prohibited.


Article XIV – Annual Acknowledgment

All personnel shall:

• Review this policy annually.
• Sign a Professional Conduct Acknowledgment Form.
• Participate in periodic safety and standards briefings.


Article XV – Amendments

This policy may be amended by executive leadership as operational needs evolve.
