1. Purpose
The purpose of this policy is to establish clear guidelines for coordination and cooperation between Crime Trackers Massachusetts (CTM) personnel and law enforcement or security agencies. Proper coordination ensures operational effectiveness, personnel safety, and compliance with legal requirements.
2. Scope
This policy applies to:
- All CTM personnel, full-time, part-time, and contract
- Operational volunteers engaged in field operations
- Supervisors and managers overseeing coordination with law enforcement
- Security agencies, municipal, county, and state law enforcement personnel
3. Policy Statement
- CTM personnel shall cooperate with law enforcement and authorized security agencies to support public safety, protect victims, and maintain operational integrity.
- Assistance may be provided in a range of scenarios, including:
- Field support for law enforcement operations
- Overdose or medical emergencies
- Situations where officers do not have immediate backup
- CTM staff must maintain clear communication, follow safety protocols, and document all cooperative activities.
4. Coordination Guidelines
A. Communication & Notification
- Establish contact with the appropriate agency prior to or immediately upon arrival at an incident scene
- Maintain situational updates via secure channels
- Ensure chain-of-command awareness for all cooperative activities
- Confirm roles and responsibilities before engaging in operational support
B. Incident Assistance
- When assisting officers without immediate backup:
- Maintain situational awareness and safe positioning
- Provide support as authorized by the lead law enforcement officer
- Do not engage in high-risk actions outside of training or authorization
- During overdose situations:
- Provide immediate assistance consistent with training (e.g., CPR, Naloxone administration if certified)
- Secure the scene and await emergency medical services or law enforcement backup
- Document all interventions and observations
C. Role of Security Agencies
- Security personnel may be integrated into operational response in coordination with CTM personnel
- CTM will communicate clearly to avoid duplication of efforts or unsafe actions
- Respect the authority and protocols of primary law enforcement agencies on-scene
5. Use of Force & Authority
- CTM personnel shall not assume law enforcement authority unless legally authorized
- Defensive support is limited to CTM training and certification (including LTC or ARENED personnel as applicable)
- Force may only be used as necessary to protect self or others, in accordance with organizational policies
6. Documentation & Reporting
- All cooperative activities, interventions, or support provided must be documented in an After-Action Report
- Reports shall include:
- Date, time, and location
- Agencies and personnel involved
- Description of support provided
- Any use of defensive equipment or emergency interventions
- Follow-up actions taken
7. Training & Preparedness
- CTM personnel must be trained in:
- Law enforcement coordination protocols
- Emergency response and overdose intervention procedures
- Situational awareness and officer safety techniques
- Refresher training is required annually or after procedural updates
8. Supervisor Responsibilities
- Ensure personnel understand coordination protocols
- Maintain records of inter-agency activities
- Review reports and ensure compliance with policy and safety standards
- Provide guidance on risk management and escalation procedures
9. Confidentiality & Legal Compliance
- All shared information must comply with confidentiality, data protection, and legal requirements
- Information may only be shared with authorized personnel or agencies for operational purposes
- Unauthorized disclosure may result in disciplinary action or legal consequences
10. Policy Review
- This policy shall be reviewed annually to ensure compliance with operational best practices, Massachusetts law, and inter-agency standards
- Updates shall be documented and communicated to all personnel
