2. Scope
This policy applies to:
- All field personnel, full-time or part-time
- Contract personnel and operational volunteers engaged in field operations
- Supervisors and managers overseeing field activities
3. Policy Statement
- Field personnel must prioritize personal safety, the safety of others, and adherence to organizational procedures at all times.
- All personnel must follow check-in, reporting, and situational awareness protocols.
- Prohibited conduct at operational scenes ensures compliance with safety, ethical, and legal standards.
4. Safety Protocols
A. Personal Safety
- Always wear organization-issued identification and protective gear (if applicable)
- Maintain awareness of surroundings and potential hazards
- Avoid unnecessary risks and follow established operational procedures
B. Vehicle & Travel Safety
- Seat belts must be worn at all times during transport
- Follow all traffic laws and organizational driving protocols
- Do not engage in unsafe driving, reckless maneuvers, or unauthorized pursuits
C. Equipment Safety
- Properly use and maintain all equipment issued by CTM
- Report malfunctioning or damaged equipment immediately
- Follow manufacturer and organizational safety guidelines
5. Check-In Procedures
- Field personnel must check in at the start, during, and at the conclusion of each shift or assignment
- Check-in reports must include:
- Current location
- Assigned task or area
- Estimated time of completion
- Supervisors must track personnel locations and confirm safe return
6. Situational Awareness Requirements
- Maintain awareness of operational risks, environmental hazards, and public activity
- Identify potential safety threats, including:
- Hazardous locations
- Aggressive or unstable individuals
- Ongoing criminal activity
- Avoid engaging in high-risk actions without supervisor authorization
7. Prohibited Conduct at Scenes
Personnel must not:
- Engage in illegal activities or violate laws
- Use excessive force or intimidation
- Interfere with law enforcement or emergency responders
- Falsify reports or manipulate scene evidence
- Share confidential information or images without authorization
- Enter restricted or unsafe areas without explicit clearance
8. Incident Response & Reporting
- Any safety incidents, near-misses, or violations must be reported immediately to a supervisor
- Complete an After-Action Report for all incidents involving risk, injury, or operational deviation
- Supervisors must review incidents for corrective action and policy compliance
9. Training
- All personnel must complete mandatory training on:
- Field safety procedures
- Situational awareness and threat assessment
- Vehicle safety and equipment handling
- Incident reporting and communication protocols
- Refresher training is required annually or after significant procedural updates
10. Supervisor Responsibilities
- Ensure personnel follow all safety and check-in protocols
- Monitor field operations for compliance and situational risks
- Review and approve incident and after-action reports
- Provide guidance and corrective measures when safety protocols are breached
11. Policy Review
- This policy shall be reviewed annually to maintain alignment with operational best practices, legal requirements, and organizational safety standards
