Code of Ethics & Professional Conduct Policy

1. Purpose

The purpose of this policy is to establish clear standards of ethical behavior and professional conduct for all personnel. Adherence to these standards ensures integrity, neutrality, operational effectiveness, and public trust in all organizational activities.


2. Scope

This policy applies to:

  • Full-time employees
  • Part-time employees
  • Contract personnel
  • Operational volunteers
  • Supervisory and executive leadership

All personnel are expected to uphold these standards both on and off duty when representing the organization.


3. Core Ethical Principles

A. Integrity

  • Act honestly, fairly, and transparently in all organizational matters
  • Avoid falsification of reports, records, or data
  • Refrain from actions that could compromise personal or organizational credibility

B. Neutrality

  • Maintain impartiality in operational decision-making
  • Avoid conflicts of interest or any activity that may create bias
  • Ensure all actions are free from political, financial, or personal influence

C. Professionalism

  • Treat colleagues, partners, and the public with respect
  • Maintain proper conduct in all communications and interactions
  • Adhere to organizational policies, procedures, and protocols
  • Demonstrate accountability for actions and decisions

D. Lawful Behavior

  • Comply with all applicable federal, state, and local laws, including Massachusetts regulations relevant to public safety operations
  • Respect privacy, confidentiality, and data protection requirements
  • Avoid any conduct that could expose the organization to legal liability

4. Confidentiality & Data Protection

  • Protect sensitive operational, victim, and community information
  • Share information only with authorized personnel in accordance with policy
  • Reaffirm confidentiality obligations upon separation from the organization

5. Conflict of Interest

Personnel must:

  • Disclose any actual or potential conflicts of interest
  • Avoid participation in decisions where personal or financial interests may interfere with impartiality
  • Seek guidance from supervisory staff or executive leadership when conflicts arise

6. Reporting Unethical Conduct

  • Personnel are required to report any suspected ethical violations, misconduct, or policy breaches
  • Reports may be submitted to supervisors, compliance officers, or through established whistleblower mechanisms
  • Retaliation against those reporting concerns in good faith is strictly prohibited

7. Compliance & Accountability

  • Violations of this Code may result in disciplinary action, up to and including termination
  • Personnel are responsible for understanding and applying these standards in daily operations
  • Supervisors and leadership are responsible for enforcing compliance and modeling ethical behavior

8. Training & Review

  • All personnel shall receive training on this Code upon hiring and annually thereafter
  • Updates to the Code will be communicated promptly, and personnel must acknowledge receipt and understanding
  • Compliance with the Code shall be considered during performance evaluations and disciplinary reviews

9. Policy Review

This policy shall be reviewed annually to ensure continued alignment with organizational standards, legal requirements, and best practices in public safety ethics.
